Government Releases UGX 19.79 Trillion for Final Quarter of 2024/25 Budget

The Ugandan government has released 19.79 trillion Shillings to cover spending for the fourth quarter (April to June) of the 2024/25 financial year. This money is part of the total national budget of 77.196 trillion Shillings, and it represents about 25.64% of the whole.
According to Ramathan Ggoobi, who serves as both the Permanent Secretary and the Secretary to the Treasury, the released money is going to different sectors such as wages, running government offices, and development projects. Specifically, 8.903 trillion Shillings will be used by ministries, departments, agencies, and local governments.
Another 2.677 trillion Shillings will come from external loans or financing to help fund development programs. The government has also allocated 8.126 trillion Shillings to pay national debt and manage treasury activities, showing its commitment to financial discipline. So far, the country has collected 83.85 billion Shillings in local revenue.
In total, Uganda has already released 76.422 trillion Shillings out of the full budget, which is 99% of the revised national budget. Ggoobi said this shows strong budget performance and good progress in how funds are used.
Key Spending Areas:
Public Servants’ Salaries:The government set aside 1.993 trillion Shillings for salaries of employees in public institutions to ensure they are paid on time.
Pensions and Gratuities:About 288.75 billion Shillings has been allocated for retired civil servants.
Electoral Commission:Gets 94.22 billion Shillings to prepare and manage democratic activities.
Judiciary:Receives 58.23 billion Shillings to support justice services.
Office of the Auditor General:Gets 17.46 billion Shillings.
Parliament:Has been allocated 172.64 billion Shillings for its operations.
National Planning Authority:Receives 11.17 billion Shillings.
Agriculture and Tourism
As part of efforts to boost the economy, 524.68 billion Shillings was released for agriculture-related agencies such as:
Ministry of Agriculture
NAGRC&DB (National Animal Genetic Resources Centre)
NARO (National Agricultural Research Organization)
Tourism was also funded with 41.12 billion Shillings, including support for the Source of the Nile project.
Minerals and Energy
For mineral-based industries and energy development:
224 billion Shillings went to Uganda National Oil Company (UNOC)
166.5 billion Shillings was set aside for the East African Crude Oil Pipeline (EACOP)
6.88 billion Shillings to the Petroleum Authority of Uganda
515.92 billion Shillings for the Ministry of Energy and Mineral Development, including 311.17 billion for rural electrification
Security and Infrastructure
Ministry of Defence and Veteran Affairs:Receives 1.05 trillion Shillings for both daily operations and long-term projects.
Uganda Police Force:Gets 144.72 billion Shillings, including money for construction and technology systems.
Ministry of Works and Transport:Awarded 2.11 trillion Shillings, mainly to clear debts owed to road construction contractors and maintain road networks.
Education and Health
Ministry of Education and Sports:Gets 290.28 billion Shillings, with funds supporting programs like the Uganda Secondary School Expansion Project (USEEP).
Ministry of Health:Receives 303.46 billion Shillings, including 272.71 billion to support the vaccine program (GAVI), build and repair health centers, and buy medical equipment.Also, 110.65 billion Shillings went to National Medical Stores (NMS) to purchase essential medicines.
Wealth Creation Programs
To improve local economies and reduce poverty:
Parish Development Model (PDM): 529 billion Shillings
Uganda Development Corporation: 115 billion Shillings
Uganda Development Bank: 18 billion Shillings(Note: Emyooga funds were already released earlier in the financial year)
Other Allocations
Ministry of Kampala Capital City and Metropolitan Affairs: 111.4 billion Shillings for city projects
Public Universities, Uganda Management Institute, Law Development Centre: 110.35 billion Shillings, including 17.97 billion for upgrading health training institutions
Revenue Collection and Government Agencies
Uganda Revenue Authority (URA): 124.43 billion Shillings
Uganda Registration Services Bureau: 5.03 billion Shillings
National Citizenship and Immigration Control: 17.1 billion Shillings
Uganda National Bureau of Standards: 1.79 billion Shillings
