Prominent activist Frank Gashumba has strongly criticized President Yoweri Museveni’s recent executive order on Ugandans born in Rwanda. He sees it as a sign that the President has lost confidence in the Minister of Internal Affairs, Gen Kahinda Otafiire.


Gashumba argues that this order highlights major failures within Otafiire’s ministry, especially in how national identity cards and passports are issued. He claims that many Ugandans of Rwandan origin have suffered discrimination under the minister’s leadership.


As a passionate advocate, Gashumba and his team have worked tirelessly to seek justice. They have taken their concerns to various offices, including the Uganda Human Rights Commission (UHRC), the Equal Opportunities Commission (EOC), and the Speaker of Parliament, both during Jacob Oulanyah’s tenure and now under Anita Among.


He accused Minister Otafiire of failing to properly oversee his ministry, leading to widespread bias against certain Ugandans. According to him, the President’s recent action proves that the government recognizes these ongoing problems.


This situation puts more pressure on Gen Otafiire, who has already been criticized for how his ministry handles important national matters. Gashumba believes Museveni’s intervention is a direct warning to the minister and a call to address the frustrations of affected communities.
