Rwanda Attacks DRC: João Lourenço Announces a Proposal for a Peace Agreement Between Kinshasa and Kigali

President Addresses United Nations General Debate, 79th Session

The Angolan President and African Union mediator, João Lourenço, proposed a peace agreement between Congo and Rwanda. He presented this plan on September 24, during the 79th session of the United Nations General Assembly in New York.


"Under the Luanda process framework, a ceasefire was achieved in the eastern Democratic Republic of Congo, effective from August 4 of this year. To consolidate this progress, the Republic of Angola proposed a peace agreement in cooperation with the Democratic Republic of Congo and the Republic of Rwanda."said the Angolan president


President João Lourenço added that the terms of the peace agreement were discussed at the ministerial level, aiming to facilitate a summit where the final agreement would be signed to restore relations between the DRC and Rwanda.


This initiative is part of João Lourenço's recent efforts to bring peace to eastern DRC. Initially, he sent his Foreign Minister to deliver a message to Congolese President Félix Tshisekedi. Last Thursday, he also had an extensive phone discussion with Rwandan President Paul Kagame.


President Tshisekedi, who is currently in New York, is expected to address the ongoing insecurity in eastern DRC from the United Nations platform this Wednesday evening.


Meanwhile, although Kinshasa and Kigali had agreed to a ceasefire starting on August 4, Kinshasa has accused Kigali of breaching it by capturing three localities in Rutshuru, North Kivu.
