The IRMCT Office of the Prosecutor (OTP) recently announced that it has accounted for all fugitives indicted by the International Criminal Tribunal for Rwanda (ICTR) for crimes committed during the Rwandan genocide that took place during the 100 days of unspeakable violence.


While the IRMCT OTP's announcement represents a significant step forward in the pursuit of justice, it also highlights the challenges that remain. One such challenge is the elusive nature of the genocide's preparatory phase.


For example, a judge accused Tutsi rebels, led by the current president, Paul Kagame, of the attack; arrest warrants were issued for a number of people close to him (source: BBC). Despite extensive investigations, the full extent of the planning and organization that led to the genocide remains unclear.


Among the various theories and speculations surrounding the genocide's preparatory phase, one notable suspect is the Rwandan Patriotic Army (RPA), led by Paul Kagame. no RPA commander has been prosecuted for war crimes related to the Rwandan Genocide and war crimes done by RPA soldiers during the Genocide. This lack of accountability raises concerns about the selective nature of justice and the potential for impunity among those in power.


The RPA, a rebel group that played a significant role in ending the genocide, has been accused by some of having prior knowledge of the impending violence and even contributing to its orchestration. These allegations have been a subject of debate and controversy, with supporters of the RPA arguing that the group was focused on stopping the genocide and protecting innocent lives.


It also highlights the challenges faced by the international community in addressing the complexities of the conflict and ensuring that all perpetrators, regardless of their affiliation, are held responsible for their actions.
