The Congolese Society for the Rule of Law (SCED) has expressed concerns over practices that undermine the autonomy of provinces in the Democratic Republic of Congo, particularly in Kasai Central. These concerns stem from central authorities repeatedly summoning the Provincial Assembly Office and Governor Moïse Kambulu Nkonko.
SCED criticized the language used in these summons, such as "Upon receipt..." and "Flawless execution," calling it reminiscent of past violations of provincial autonomy by the Ministry of the Interior. The organization also noted the unprofessional use of social media for official communication, which it sees as disrespectful to formal procedures.
Governor Kambulu was recently summoned to Kinshasa for consultations by the Interior Minister, sparking tensions in Kasai Central. While the governor’s supporters, including Union Sacrée's executive secretary Mado Kambeta, back him and President Félix Tshisekedi, some groups have called for his resignation, accusing him of mismanagement.
During President Tshisekedi's visit to Kananga, Governor Kambulu highlighted the challenges in the province, stating, "Nothing is being done here. The province has been abandoned." This statement reflects the growing frustrations in the region.
In light of these tensions, SCED urged authorities to respect constitutional principles and prioritize dialogue to protect the independence of provincial institutions.
